Presented by the esteemed Doctor Spout, Tenth-Level Protective Wizard.
Welcome, ladies and gentlemen! I am Spout, the Protective Wizard of Annie’s family and of others who descend directly from the knights of my lord: Chapacan. But I already know you’re not here to listen to me, am I right?
Today we will focus on understanding the rulers of the magical world. Take a pen and notebook (good heavens, I’m old—do people still use those?) and follow me on this journey!
HELL, HEAVEN AND HINCIPIT: THE UNDERWORLD
You may be wondering what all of this has to do with the rulers. But things are far more connected than they appear! Indeed, most of the most prestigious institutions are located right here, in the Underworld.
But what exactly are the Underworlds? No, it is not a synonym for Hell, as you have been led to believe. It is rather a place not present on Earth (although there are access gateways in various points of the planet) that contains Hell, Heaven and Hincipit.
You probably already know what Hell and Paradise are about, while Hincipit is a neutral place (it bears no resemblance to either Hell or Heaven) where the tired old souls of great good wizards from the past rest. Wizards who in life devoted themselves to Dark Magic (see chapter “Magic & Magical Tools”) cannot access it, and are destined to remain in Hell forever, paying for their misdeeds.
The Underworlds, however, are very similar to Hell, complete with lava and harpies, because they are designed as a sort of preview of what awaits the damned souls. For those who will enter in Heaven, on the other hand, it is like a form of revenge, allowing them to witness with their own eyes the downfall of those who mocked them in life.
The Hincipit mages do not even pass through the Underworlds, but are transported directly to their immortal home, where they are promoted to Protective Wizards and may watch over one or more families of their choice. This is what happened to me!

A PYRAMIDAL SYSTEM
I’ve heard from a little bird that Murdoc… sorry, The Baddest in the World, has already explained something to you about magic. In his own way, I imagine…
Try to picture a pyramid or a palace in your mind. Good. Now that you’ve done that, place people on its levels, but the higher you go, the fewer people there are occupying those positions. Do you understand?
Perfect, this is the key to understanding how this entire hierarchy works. The important ones stand at the top, while the more common roles are at the base. A pyramidal system, similar to that used by other institutions such as the Church.
Let’s take a closer look at all these levels.


UPPER FLOORS: FATE AND KINGS OF THE UNDERWORLD
Let’s start with those at the very top! The most supreme being of all is Fate. Since ancient times, it has been the force that governs everything (some call it Destiny), even the gods. No one, however, knows what it looks like, whether it is human or not, or where it lives, because no one has ever been able to speak with it. It could be the same entity since the beginning of time, or it might even be a hereditary system. The only ones who can speak freely with Fate are those who belong to the second tier of the pyramid: the Kings of the Underworld. There are three of them, and they respectively rule Hell, Heaven, and Hincipit. They have various duties, including ensuring that no soul returns to Earth. At present, Mino is the King of Hell (see the article “The Characters”); then there is a wizard named Arkazam, who leads Hincipit; and a splendid Queen named Thòlin presides over Heaven. Each of them has been King since the day the Congress convened (see the chapter “The Lore”), which was a very, very long time ago!
Trivia: all the Kings live in their own realms, except for Mino, whose Black Castle was built inside the entrance hall of Hell, to discourage the revolts of damned souls that once occurred constantly.

THE AMMINISTRATORS OF JUSTICE: THE BATHUMAN
Under the command of the Kings of the Underworld are the Bathuman, curious creatures resembling goblins due to their short stature, though they differ across the various races of the Underworld. However, there are shared traits: all Bathuman possess wings and pointed ears. Those who live in Hell in service of Mino have red skin, ears often adorned with black earrings, and leathery, bat-like wings. Those who answer to Queen Thòlin are light blue, with feathered wings like a dove’s, and finally, those of Hincipit are purple, with dragon-like wings and a tail. Additionally, they are slightly shimmering.
But what purpose do these Bathuman serve? They are the ones who decide, administer, and enforce the laws: the Congress. The difference between them and the Rādcniht (see next paragraph), however, is that they never descend into the field to arrest lawbreakers: they only create the laws and are part of the Tribunal (see the article “The Lore”).

MAGICAL POLICE: RĀDCNICHT & MAGISTERS
Inferior to the Bathuman, the Rādcniht are those who arrest magical criminals. They are very famous, as some of them have, in the past, captured terrifying dark wizards. They should also arrest The Baddest in the World, if it were up to me, though I don’t know how that blockhead manages to keep slipping away from them…
Anyway. The Rādcniht are authorized to specialize in both White Magic and Black Magic and to practice them freely (see the article “Magic & Magical Tools”): anything to throw criminals behind bars. Anyone who practices magic without authorization, causing chaos among ordinary people, is destined to be locked up in the prisons of the Underworld.
Rādcniht are easily recognized by their long black leather coats with the cross of the Knights Templar on their shoulders. They all also wear an expressionless silver mask.
The difference with the Magister, who occupy the lowest tier and essentially perform the same job as the Rādcniht, is that they are not allowed to practice Dark Magic. For this reason, feuds often arise between the two groups. Magister are generally assigned less important cases. However, they are also the finest magical teachers one could ever find: I myself attended the lessons of a Magister when I was just a boy. Unlike the Rādcniht, they do not wear masks, and their clothing is simpler, allowing them to blend in with ordinary people.
CONCLUSION
In this hierarchical system, every level has a precise role: from the supreme and unknowable authority of Fate, to the Kings who govern the Underworld, to the Bathuman who create and oversee the laws, and finally to the Rādcniht and the Magister who enforce them. It is a structure built on balance, control, and specialization, where each group contributes to maintaining order across the Underworld and beyond.
Despite differences in power, methods, and status, all these figures are bound by a common purpose: to regulate magic, uphold justice, and prevent chaos from spreading among worlds.
